    Yur just generalizin... How can u say "naa gyud na" if u dont even know the process.... Ive been thru several ppp presentations
    And their process of awarding eliminates bribery...
    1. Each bidder can present as much presentations n projections as they want... Naay barato na bid, naay dako... Implementation can be done in phases, so projections are also in phases...
    2. Even if mo bribe ka sa entire council, they can not award u the project if someone outbidded you.. Naay some infos that can be shared amongst bidders...
    3. Smc won cuz they have a huge war chest n they gambled on their projections... Not by blood... The council decides... Not pnoy... There are other ppps wherein smc also lost...

    On the side finance:
    Do you think banks will finance these mega projects if theres a slightest hint of bribery that can jeopardize d projects?
    Financing for ppps are syndicated - meanin not just 1 bank... Collateral is thru MTIs - sharin amongst banks...
    Considerable prudence is exercised by the excom committees of these banks...

    ^ It seems that you know a lot, bro. I agree with most of your points. I don't think smc would dig themselves a hole they can't overcome.
