You have a point that TS work was performance based and sad to say most BPO's are focus on that instead of personnel empowerement they will just scrap you easily if you fail with the given metrics - poor thing. That's one reason the attrition rate is high - IMHO that's not a good business practice.
Btw it's not with BIG or small type of company it's more of the industry.
Lastly on hiring process I beg to disagree with your view - recruitment is totally different process from performance appraisal. You might want to review your notes on this.
In recruitment the main purpose would be hiring the best applicant - you stated that there's no way to filter an applicant right? Again you are wrong...that's why some companies requires bio-data, curriculum vitae, etc. and more to that background investigation to be able to hire the best applicant.
I don't intend to argue over this but then again just a reminder to all who are employed - know your rights and no one will take advantage of you.

have you ever work in a BPO industry before?
have you work in a mall? G_malls pay their staff below minimum wage and the tenure is terminated before the 6th month. can u enumerate several companies with good business practice?
it matters if it's small or big. lets say, you are working with Qualfon versus convergys- same bpo industry. their practices are different and u can hear people complain about the pros and cons between the 2. Q's attrition rate is extremely high bcoz of the pay and the management.
i said u cant filter the "BEST" applicant during the hiring process that's why there are appraisals, evaluation and assessments. there are people who can explain well about their life, experiences, skills and can answer the recruiter's questions with much logical answer but lack dedication, sincerity to work. there are hard working people who's down to earth, diligent, trustworthy etc but can't explain well during final interview or lack experience.
the termination fee is a mandatory if u terminate someone. if she was terminated due to redundancy of positions, gross inefficiency/neglect etc. it's not a sugarcoat but required payment. again, if it was me i'd tell TS everything why she got terminated.
my point is, in the corporate world, politics and kissAs$ing is very common. the management can use his/her records to terminate the tenure. lates can even terminate you. most of the things are unfair and u cant rant, whine everything to dole about unfair treatment in the workplace or you've been humiliated or bullied blah blah. career security doesnt exist. u get fired and move on.
