Before you start criticizing a program, you better KNOW by heart what the program is all about rather than jumping into conclusion. It is not Gov. Gwen's fault that they named the program after her. E-GWEN is a partnership with RAFI and they agreed to name the project as such with a reason:

E-GWEN stands for Enhanced Greening With the Environment that Nurtures. The complete name of the program is E-GWEN Our Cebu Program. Ok?

About Suroy-suroy Sugbo (SSS). I wonder if nakakuyog kag one caravan. Or you just base your statement from MEDIA reports. Nganong mukuyog man si Gov. Gwen sa SSS? Simply because as a leader, she has to show example to the leaders of every LGU to be there and welcome tourists to their place. Contrary to reports nga 'mas better kay walay speech", well, I've been joining SSS since 2008 gikan sa SOuthern Heritage Trail, Midwest Experience, Northern Escapade and Explore Enchanting Camotes--THERE WAS NO BORING SPEECH. It is but obligatory and sugo sa maayong pamatasan that MAYORS or their representatives utter a few words of welcome.

Gawas pa, mas daghang tawo nga mudugok, mas bibo. And Gov. Gwen has the charm to gather people. As a tourist, isn't it nice to be greeted with lots of people waving at you..making you feel so welcome in their town? AND THAT IS THE POINT, the GOAL of Suroy-suroy Sugbo.

If there was a time nga ming-speech siya, that is because the Mayors wants her to say something. And of the many towns, may lang kung naay usa nga mag-iningon.

Magsige pa ug ingon no. 1 ang Sugbo under nya... No. 1 sa Corruption !
Sa akong nahibaw-an, wala may contest nahitabo. Choose your words well. FYI: Cebu is the only place in the country considered by Travel & Leisure Magazine and Conde Nast Magazine as Best Tourist Destination in Asia. Dili ni contest, it is an acknowledgement.

On you mismanagement issue, are you from COA? How well do you the budget? LOL! And now you are taking it personally, what is your issue with her face? Has it hurt you? Has it made you poorer? Has it altered government service?

Cebu is the premier destination. Nganong cge mag balik-balik si Gov. Gwen og storya nga No. 1 ang Cebu. When you sell or promote a place, would you say No. 2 ta? or that Cebu ranks the lowest when it comes to services. COMMON SENSE PLEASE. Further, there is a basis why Cebu is number one and I AM PROUD OF THAT as a Cebuano. Our tourist arrivals continued to increase (and since naa man jud kay love for CAm Sur, naa tay INTERNATIONAL AIRPORT basin nakalimot ka, ang Cam Sur wala), Cebu do no rely on the national government and it is clearly evident with our booming business districts... tan-awa ang IT Park, hotels continue to sprout like mushrooms... if you are not yet convinced, look around.

P.S. I wonder if you ever learned to appreciate your own backyard before looking at your neighbor's.

as far as my research brought me the reality that cebu was far better under the lito's management.
surpassed in which sense? the road projects? that is a basic program that a governor should provide to

Lito have seen the better cebu than gwen did. so that's why i stand to say, DAWAT LIMPYO.

    maninguha? very hypothetical...
basic services: water, electricty, ect. basic needs that a governor must provide to everyone sans political bounds, but no governor sucessfully did it becuase of wa makakuha ug suppport from the provincial board kay lahi2 ug partido.
We should give thanks to LITO for laying out the foundation ang CEboom. PERO kulang iyang basic services wa pay suga tubig ang kabukiran ug dili tanang kalungsoran naa ning tanan and its not easy to put one watersystem up kay million ang gasto ana.

how can you say far better when basic services in the countryside kulang kaayo?

ug naa pay PUBLIC-PRIVATE PARTNERSHIP sa province of filinvest, Manila water ug uban pa to provide income for the province. while millions of pesos were spent for basic services, millions of pesos are also coming in from these PARTNERSHIPS.

I was still in primary school when Lito Osmeņa became governor. So, I cannot forget as I have no memory of it. But based on what I know from my elders, it cannot be denied that his admin has also made such important programs like that of the Trancentral Highway.

But then, accusing Gov. Gwen Garcia as DAWAT LIMPIYO is baseless and vague, a fallacy, in short. I hope you'll step back and examine your words again. How would one be accused of such when she had worked her way in Capitol, making her own programs and projects that has never been done before? Right, given man nag ang Basic Services: infra, power, health and water. Which by the way, if your research skill is quiet good, you can always double check --these basic services were addressed efficiently during the three terms of Gov. Gwen Garcia.

What made her the best governor Cebu ever had? I'll tell you a FEW which has never been done by the previous governors.

1.) Provided Philhealth coverage to over 1 million indigent individuals (the first and the largest universal coverage in the country)
2.) Forge a very active public-private partnership (one of the reason why Cebu is the leading investment destination of the country)
3.) Advocated countryside tourism program through the Suroy-suroy Sugbo (kuing sauna ang mga lungsod outskirts ra bec tourism is confined within Cebu City, now we see towns getting more tourists)
4.) Awakened the sense of pride of the young and love for culture through festivals ...appreciating our rich heritage with the establishment of Museo Sugbo, heritage parks and museums (all barangays are encouraged to put up their own musems)
5.) Strong international relations--Cebu was able to host a lot of international events, to wit: 12th ASEAn Summit, EATOF and conferences both local & international like MICE.

And because she is the only governor who has visited each town in Cebu including the farthest sitios just to make sure that programs and projects were implemented.
