* make sure your motherboard is not touching any part of the case.
* also you could have a faulty PSU

if you're close to a window and live in the ground floor you could get these:








strip the wire on both ends, 2" on the adapter side, 12" on the (3 foot) re-bar side. wrap the wire ends on the adapter's 3rd prong and on the re-bar. it's a good idea to solder the bare wire on the adapter's end to make sure there's a solid contact. and then stake the re-bar to the ground around 2.5 feet, exposing only the wrapped end above ground.
that's what i did when i was studying in P.I.
didn't have any grounding issues before but just wanted to protect my electronics.

gamit ug wire para kuryente kana lang gamay nya itaud sa imong casing sa system unit nimo pwede ra sa mga screw sa luyo nya ang pikas tumoy sa wire ilambod ug lansang nya ilubong ang lansang sa yuta o sa semento... mao ra na.. dili na na kinahanglan ug dagko nga kabilya o tubig o lawm pagkalubong kay gamay ra man na ug discharge sa electricity ang pc.. nya kung naa gani gihapon naa na sa imong monitor basta crt kasagaran grounded gyud..
