We Cebuanos have contributed to the development but without a intellectual and strong leader, how can we move forward?

Rama wouldn't be mayor without Tomas but Tomas can be Mayor without Rama.
Kamo ra nag sulti... stamp-pad ra ang cebu city council when Tomas was Mayor...and look how progressive Cebu City is now since Rama followed Tomas' wisdom.

No one is perfect and each of us have faults...but if fault ni Tomas kay arrogante siya vs the poor skills of Rama of being Mayor, I'll choose the arrogant but effective leader.

-P1 million for travel expenses
-P3.8 million for discretionary funds
-P5.1 million for various city-sponsored activities
-P500,000 for other supplies
-P1 million for other maintenance and other operating expenses
-P2 million for consultancy services
-P5 million for the continuing education program.

April 2012
-P2.5 million for maintenance and other operating expenses
-P6.5 million for the same item in June
-P560,000 paid to the Special Program for the Employment of Students (Spes)
-P1 million honoraria of the environmental sanitation team

Not sure if these adds up to Php 29 M but wow...talk about questionable expenses...
