    I AM a public school teacher here in Cebu City. Please withhold my name to protect my job and my family.

    I was appalled to learn from the Dec. 11 issue of Sun.Star Cebu that some City Hall fund uses are illegal, specifically mentioning Mayor Mike Rama’s realignment of the P30-million teacher’s assistance fund. Of this amount, only P1 million is left since the mayor spent the other P29 million for purposes not intended for teachers.

    This really pains me and my fellow teachers who hope to receive allowances that will help us with our basic needs, such as food and education for our children and medicines for our parents. The mayor not only sabotaged the interests of our sector, which he often praises as noble for its duty of helping mold the future of our city and country; he clearly betrayed us by taking away what could have alleviated our plight in these hard times.

    It was unfair of him to use teachers to get funds that he had planned to spend on other things all along. The City Council approved the budget for the benefit of
    teachers and not for the mayor’s whims and caprices.

    We have been languishing in small pay as far as we can remember. While we remain hopeful that the national government will uplift our welfare through pro-teacher programs, we invest our optimism more in the City’s initiatives to help us. The P30-million teachers’ assistance fund was a step in that direction. But alas, Mayor Rama obviously doesn’t give a hoot for teachers.

    What message did the mayor send to teachers? That his heart doesn’t bleed for us. That his priorities are misplaced as he would rather waste people’s money on physical beautification and “politicking” than on important social services.

    We need a leader who does not only profess compassion but lives that compassion. –Juan de la Cruz

    This article clearly needs more looking into to determine if it's true or not.

    But big difference between Rama and Osmena...Osmena knows where to source funds (even foreign) and knows up to what amount he can spend.
    Rama on the other hand... Sell SRP, realign budget to his dept, etc.
    Let's face it, how effective a leader can be depends on their resourcefulness. Clearly a win for Tomas who made things happen in Cebu City. Now Rama wants to bankrupt City Hall with exaggerated/unrealistic projects and budgets for the next year.

    Funny how we forget Tomas simply realigns budgets when he was still mayor without being contested. Of course if you have a rubber stamp for your councilors, no one will even dare expose anything. What will Tomas just say when asked? "I don't care what they think....."sue me"!

    At least Tomas is transparent with City Hall's finances even releasing it to the people and publishing the bids in the press.
    Why oppose when his decisions are correct?

    Sad to say that a lot of Cebuano's overlook his vast achievements because 'mayabang' siya.
    Go for the 'colorful' mayor, I'll go for the one that instills discipline because that's what we need.
