Help!

Good Day to you fellow istoryans. I have a problem pertaining to my Operating System's Video Card which is an ATI radeon. The file system on my 2003 server is NTFS. How come direct 3d, direct draw and agp texture aceleration is not available. My video card is capable of these direct 3d stuff.. Is it beacause im using NTFS file system But how come I use another video card which is FX 500 Geforce4. IT is enabled on another 2003 server who has a NTFS file system.
