if memory serves me right if the alleged violation happen during the mayoralty, and it was being upheld by SC jurisprudence multiple times with Aguinaldo Doctrine, that moots all administrative liabilities if the said official had been re-elected by its constituents..

technically speaking ma invoke ang aguinaldo doctrine... supreme court jurisprudence says so.... maski kinsa panang ombudsman unless SC will look the other direction and make a mockery sa judicial dept nga wala silay klaro... the best way is to not vote for him sa sunod nga election..

radaza and ouno case is far more worst than this and yet aguinaldo doctrine had prevailed... im not with this but reality sucks!!
