I just hope some kind of Divine Intervention will happen and hopefully things will be set right.

Maayo unta ug ma parok ni ilang mga ulo ug makahinumdum nga they are there to do what is good for the City and the Province and not for their hidden personal interests.

    Peace!

ON THE 93-1 BENEFICIARIES' ISSUE: Vice Gov's proposed clustering not a solution says Mayor Osmeña
    The Freeman

Mayor Tomas Osmeña welcomed a proposal of Vice Governor Gregorio Sanchez Jr. clustering the beneficiaries of Provincial Ordinance 93-1 but said it is still not an assurance that these people would not be evicted from their presently occupied place.

Osmeña described the vice-governor as sincere but then the mayor wanted the matter consulted first with the affected occupants themselves. "You tell that to the tenants. If they don't like it then I will not support it," he said.

The Sanchez proposal calls for clustering of occupants, who have fully paid their lots, apart from those who have still unpaid dues but this entails moving some of them to other sites to be clustered with others of similar status.

Osmeña said the vice-governor might be moving on the wrong track with his proposal because some of these occupants might end up losing their houses in the end. "I don't know if these people will allow that some of them would be uprooted," he said.

He explained that relocating people, according to their status of occupancy under P.O. 93-1 would be difficult because they have lived in their present place for many years already, so this clustering proposal might not solve the problem at all.

The Sanchez proposal, at the outset, would benefit particularly those who have fully paid their lot amortization, and only those who have not paid yet would be the ones to be relocated to other places.

The vice-governor said the provincial government would take care of these people while it has to recover a total of 46 hectares of Capitol-owned lots scattered in several barangays of the city.

Sanchez added that clustering would also prevent densely populated urban poor areas from becoming an "eyesore" especially that they are living alongside fast-growing commercial districts.

The Capitol is willing to spend between P500 million and P1 billion to improve the living conditions of the clustered families, said Sanchez.

Under P.O. 93-1, occupants of the Province-owned property were entitled to buy their occupied lots on installment basis from 1993 to 1998. The deadline of payment was later extended to May 2004 but they asked for another extension, which Governor Gwen Garcia eventually vetoed.

Of the total 4148 families occupying the Capitol lots, only 1467 families paid in full their respective lots. To spare the other 2900 families from being evicted for failing to pay the amortization, a proposed land swap between the city and Capitol was raised.

This did not push through however, even after a re-negotiation of the same deal recently. Then came the clustering proposal from the vice governor.

What has the GOVERNOR done in attracting investor to the municipalities

She should stop thinking of developing properties in Cebu City since it WON'T give jobs to the people in the PROVINCE.

She should develop the province not cebu city
