TS, clean sa na inyong network from viruses, malwares etc.. kay basin infected na. then, check sab inyong IP if listed na sa mga famous spam filtering sites like spamhaus.org and others. after nimo clean sa inyong network (workstations, servers etc.) if confident naka nga wala gyud infection, ask help sa mga spam filtering sites' admin to delisted you IP. you can also check the email reputation status sa Mcafee site (McAfee Threat Intelligence | McAfee, Inc.), input lang nimo ang inyong ip to start checking.

I know this is old, but would just respond anyway. Might help other people who would encounter the same problem.
The quote above is true if they are using Mozcom's domain name (which is mozcom.com). If they are however using their own company's domain name, and use mozcom as either their domain host or email host only, then that would not be the case.
Based on his statements, akong duda ana is that their company has their own domain name kay nganong si TS man ang nangita ug paagi nga ma unblock sila. If mozcom.com pa ilang gamit, si mozcom ra unta dapat ang mopa unblock nila since obviously si mozcom man ang owner ni mozcom.com.
If it is the latter, then the problem is not with both providers (Mozcom or PLDT), but with his own IP since he already stated that he is using a public static IP. Remember that when you have your own public IP and then you use email clients like Outlook Express, MS Outlook, Thunderbird, etc (as long as you are not using your email provider's web-based email access), the IP used when sending out your mails is your own Public IP, and not your email provider's. Most probably, his IP is being blocked by RBL's since he mentioned that he found the blocks using mxtoolbox. Reading through the posts, this has been the best answer so far:
I've seen some suggest to just change your IP. That's never a good idea unless you are only doing that after you've already cleaned/secured your own network. Changing the IP is a "band-aid" solution. If your network remains unsecured, that new IP will be blocked again anytime soon.
