    The Cebu City mayor welcomed "like manna from heaven" the governor's decision to deal directly with the occupants of Province-owned lots, leaving the City Government out of the negotiations.

    But he warned that the negotiations should not result in the displacement of some 2,700 families, otherwise, he will be constrained to exercise options "that will escalate the friction" between Capitol and City Hall.

    it's not worth it to swap P3B worth properties to P400M lang...

    there is a rumor that tom is very keen of this land swap because once it is done... the property will be sold to the Ayalas... so actually he is not concerned about the people in bo luz.... but the property it self...

    sorry you don't know what is on tom's mind......

    if you analyze closely

    what would tom gain if he has that barangay luz lot

    right now that barangay luz lot is an eyesore for the cebu business park.

    the lots facing the barangay luz are the most difficult to sell.... and most likely it won't increase in value...


    Look at the SRP..... it can replace cebu business park....

    so tom would rather leave the squatters there close to cebu business park...

    so that SRP will be sold....

    Gets the point.....

    Same with Asia town I.T. park...

    you know why BBRC is still accross the I.T. park? so that instead of investors buying in I.T. park they will go for SRP.....

    Tom knows that most of banilad is FRIAR lands

    the Supreme Court has ruled that Cebu Country Club being part of FRIAR lands belongs to the National Goverment and not CAPITOL...

    so Ciudad, TESDA, CCPO, Barangay Luz is FRIAR lands THEREFORE belongs to the NATIONAL goverment and not CAPITOL...

    This is another STRATEGY of tommy.... now CAPITOL's legal consultant says ANOTHER Blackmail.... Since he is a lawyer.... he should know the Supreme Court already ruled with finality that FRIAR lands belong to the NATIONAL Goverment not CAPITOL...

    The problem with CAPITOL when they have setbacks especially LEGAL setbacks.... they call it blackmail.....

    if you are a lawyer you will use whatever legal advantage you have..... that is not blackmail.....

    So CAPITOL has no right to evict anyone in the FRIAR lands.... only the National Goverment....

    There is a pending bill in congress that allows ownership of the FRIAR lands and the NAtional goverment waiving their ownership to the lands.... in effect the National goverment gives the FRIAR lands to individuals who have land titles (this included Cebu Country club and Capitol's Ciudad)

    But as long as the bill is not signed..... THE NATIONAL GOVERMENT OWNS IT....

    That is why TOMMY the wise man wants the bill VETOED... so that BBRC, CCPO, TESDA, and Barangay Luz will remain National Goverment property and not CAPITOL's Property....

    tommy want the BILL to be VETOED... because he knows that among the bill's beneficiaries will be the Provincial Government and the Archdiocese of Cebu... and not Cebu CITY...
