- Upon approval of Pnoy to grace the occasion, the draft of the message will be given to him (but with his busy sked he cant read or inspect it thouroughly)
- When time for the occasion comes, Pnoy will just read the message made by PCDSPO from the teleprompter (some called it idiot board)
