Unless applications are asked for, one does not "apply" to be a moderator. Moderators are invited.

Just because you aren't "in" with the administration does not mean you'll never be a moderator. Despite what people say, it ISN'T who you know. I can think of two people that I asked to become moderators despite arguments I've had with them in the forum ... rodsky and SPRINGFIELD. DonDon seemed to be very knowledgeable and became moderator until he stepped down. None of these three were "in" with the administration and I didn't know them. I live in the US and have been for a long time so I have no personal connections with these people. They were chosen based on merit.

No infractions help because if you cannot follow the basic rules, then you really can't enforce them. But infractions do not necessarily bar you from being a moderator. As has been said before, there are no set criteria to become a moderator.
