at least second world cos we have too much educated people. Ang nakanindot sa pinoy makasulti gyud ug english. mao nga bisan second world lang ok na.

dili man cguro ang literacy rate or language proficiency lang ang basis ani na classification... if im not mistaken, indians are also very fluent in english(in fact, they are our close competitors in the medical workforce here in the US as well as in the call center industry) and they have better educational systems patterned after the british system coz they were under britain before, but third-world man gihapon sila... i've read somewhere that today, the term "third world" not only includes the poor countries but also includes the developing countries in Asia and Africa as well...

populationwise sobra kadaghan ang India. Sa main cities lang ang maayo mo English. Sa outskirt areas nga densely populated gamay ra ang educated..

more or less, it's the same as the Philippines... there aren't that much educated people in the slums of Manila, Cebu and other major cities...

I think being able to speak english fluently is not really the measurement on how rich your country are or what I mean is it's really the basis. Look at Japan, majority of their people doesn't even speak english well but look at their standard of living. They are rich.I believe it's something to do with our economy, improving the GDP and NDP.But I am into believing as well that education could free us from poverty if we use it carefully,decisively and in the right way.

Take for example kanang cellphones and Mall spending. I think daghan ta ug kuwarta. Kung wala pa ta kuwarta, dili unta mag-tukod ug Mall of Asia or mag-expand ang SM or Ayala.
