The Quezon City policeman who blocked the convoy of President Benigno “Noynoy” Aquino III had been axed from the service eight years ago on charges of grave misconduct, the National Police Commission (Napolcom) revealed yesterday.
Napolcom Vice Chairman and Executive Officer Eduardo Escueta said
they are investigating why SPO2 Ricardo Pascua remained in the Philippine National Police (PNP) despite a November 4, 2004, ruling of Napolcom-National Capital Region Regional Appellate Board (RAB) affirming his dismissal.

Napolcom records showed that Amelia Buenaventura-Peregrina filed a complaint of
grave misconduct and
robbery against Pascua, then a PO3, in 2001.
