Di na pwede. The money that the Central Bank is using for the said loan is part of our national reserve. From the word reserve, obvious na nga dili dapat gamiton. What's good with using it for the loan, is that at least, it earns interest. Unsa may gusto diay ninyo sa reserve, matulog lang diha?

Also, there are a lot of benefits to becoming a lender aside from the interest earnings:

    - marketing, it makes our "brand" better, it improves our countries perception
    - it improves our credit rating
    - it increases our credibility to IMF if time comes (ayaw lang unta) nga kita nasad ang manginahanglan mangutang

and i'm sure there are other intangibles to being a lender rather than a borrower

Also, bisan pag dili ta pahulam sa IMF-member nations, our BSP still lends money somewhere else, we just don't hear about it. It's what banks do. Unsaon man diay pag earn sa bangko kung dili sila pa utang or mo invest? Na news lang ni kay IMF man.

For almost 45 years, the Philippines was a chronic IMF borrower. But it was able to transform itself as a lender after the country prepaid all of the government's outstandings debts with the IMF.

Starting in 2010, when the counrry's foreign reserves started to expand, the Philippines joined other nations that lent to borrowing IMF member-countries.
so does this mean mangakon nasad ang mga dilaw nga ilang idol ang rason nga paid off na atong utang sa IMF ani?

The best investment is to inject that money into the country's infrastructure and overall economic capacity, not to lend it off. Mas dako ang ROI that way at the same amount of time. It improves efficiency. At the same time you create jobs, kysa stagnant nang kwarta mag pa-interest.

reserves man ni ang ipa utang. kanang reserves, pang emergency ra na og dili dapat gamiton sa infrustructures or projects. mas dako tag problema if ma drain atong reserves kay gi gamit sa wrong investments.
