If indeed eligible, simply backup your phone sa itunes (apil imong apps if nahan ka) then just restore. If unlocked process is done na sa AT&T-Apple na side, It should say na unlocked na imong iphone 4 after restoring/updating the OS to 5.1.1/bb4.12.01.

last question sir, pwede ba nga i-request lang niya sa at&t didto sa US nga ipa unlock nya ang iphone, then ipadala niya diri sa pinas ang unit, then ako na mag restore/update/reset etc? will the unlocking still work?

Pwede kaayo! Just make sure naconfirm na eligible i-unlock then nareceive na ang email. Pwede na ikaw ang mobackup/restore sa Pinas.

Also, if nahan ka ako tawagan imong friend to give a step by step instruction on how to do the backup/restore before sending it to Pinas para sigurado, I can do that. Would gladly help.
