I've observed that there aren't any escalators leading to the 3rd level. It can only be accessed through the elevator. I assume the 3rd level is for BPOs/future development.

as far i remember when SM city cebu opened, it was opened on saturday. i was there in SM city cebu on the soft opening... bata pa ko adtong time. wala to klase...
