actually mao na ako gbuhat ddto sa LTO7 fan page bsta naa koy i clarify. ug ako nsad na gi question regrding no ICC but standard helmets. ntubag man sila ddto.. just search akong posted questions ddto same name "michaelocana". mo question ghapon ko ddto bsag dili related sa RA10054. ng question sd ko sa implementation sa surplus nga issue

shang yang akong helmet sauna, pero after ko nakahibaw nga nadisgrasya ako kaila sa san fernando, nakaligis ug kahoy... he was thrown 4 to 5 meters, titan iya helmet, nabuak iyang helmet (likod nga part)... ako gi kompara iya helmet, ug akoa... mao ni palit na lang jud ko ug full face nga helmet... tinuod uncomfortable ug pirting inita... pero, ako lang huna-hunaon nga mas dako jud akong chance nga di mukatag akong utok kung madisgrasya man gani ko...

nindot ni nga law, pero it has flaws... way klaro ang available information sa riding public... daghan mga dungog2x kung unsa jud ang pwede or di... kung unsaon pag pa validate sa mga karaang helmets... they should release a statement kung unsa jud para makabaw na ta tanan... personally, i think lto and dti should not charge kato mga tao nga standard ang helmet, pero way stickers... they should give it away for free... gibayaran na gud na...

Para mapun-an imong ikasulti bahin sa sub-standard helmet: I crashed at 70KPH after "getting hit" by a crossing dog, my body slammed straight down into the ground, head first--natunga' akong helmet (kanang pakapin sa motor). Since then full face na ako helmet. ^^

if you think your helmets met the standards but don't have ICC or PS stickers, you can bring it to DTI and have it evaluated....

if pasar sa standards, then sila ra guro mopapilit ug PS or ICC.. hehehe
