While I do tend to depend on Rotten Tomatoes as a movie-thermometer, in the case of John Carter, I will set aside critics' opinions--the story of John Carter on Mars is part of my childhood, and thus I'll be watching it no matter what the reviews say.

Basically, most of these reviewers aren't even aware that the John Carter series of comic books are now 100 years old (first started in 1912), and thus if they feel the storyline feels slow, that's mainly because the genre is something unfamiliar to them our outside their realm of experience.
