If you live in the outskirts of cebu then might as well live in the outskirts of manila. The crappier the place the cheaper(4k down) it is but you can't get a good place without paying here as well.
The food, unless you're satisfied to eat bbq and puso, they cost the same here. Meat and vegetable at the grocery or the market is the same as manila.
Gasoline is the same. Transportation cost is the same. Utility costs are the same.
What exactly is lower level or lower standard in cebu than manila besides the
salary of workers who are getting cheated by International companies here?
Cost of living in Cebu is definitely lower than that of Manila. Wage boards decide the minimum wage influenced in great part by the cost of living. Manila's is higher for a reason.

Cost of utilities in Manila is higher- Maynilad and Meralco all spit on Veco and the MCWD. Although gas prices are lower in Manila, the distance one needs to travel is far greater than in Cebu. What is 3 pesos less per liter if I have to travel 20 more kilometers?

Rent and Real Estate is more expensive in Manila ex : Ortigas > Ayala Area/IT Park.

The only reason one would say its more expensive to live in manila or anywhere around the world is because they need to live on their own and not rely on their combined family income.
I too lived in Manila for about five years and I agree with you that the cost of groceries, clothes, and transportation is more or less the same. However, based on my experience, mas okey pa rin ang environment sa Cebu - less pollution, less traffic, less crime, transportation is also easier. 10 mins away lang yung house ko sa office. Before, I had to travel around 1-2 hours dahil sa traffic. Pansin ko din, mas mura yung food. I spend a minimum of around Php 60.00 per meal for lunch before sa canteen namin pero ngayon around Php 30.00 lang, complete lunch na yun sa canteen dito. Di ko nga ma-gets kung bakit mas mahal sa Manila kung same lang ang cost ng groceries. Pero same nga lang yung price ng fastfood dito at doon.

i lived in Makati and Quezon City for a year (2006-2007). hands down, mas mahal jud ngadto ang rent. i lived in a boarding house, tag 1.5K per pax, 4 beds in a room. pinakacheap nato ako na search sa net. then ang studio amo girent sa QC kay tag 10k. naswertehan lang mi kay free amo utilities coz we brought additional business to our landlady. nagdala mi other tenants for her rooms. mas mahal ang tapsilog meals ngadto. tag 50 pesos, no drinks, at that time. grocery prices are the same though but the transportation cost is much higher coz they have shorter routes for jeeps there than in cebu.

But, now, I realized.. I'm grateful that BPO companies exist. If not for them, the number of unemployed persons might be much more higher compared at the present.
Di bro, dapat wa unta trabaho ang mga wa ka graduate labi na ang mga bogo-on nga na taghapan ug sud sa mga bpo companies...anyways, i've been happy since i got promoted...adto kag bpo, agent ra ka for the next 5 yrs dri sa mga non bpo, less than 2 years promote na ka as long as naa lng kay ikabuga bhalag tapulan ka haha
