    No it did not. It side step the issue of its validity although it did suspend it.

    ENJOINED from enforcing or implementing DOJ Department Circular
    No. 41 and Watchlist Order Nos. ASM-11-237 dated August 9, 2011, 2011-
    422 dated September 6, 2011 and 2011-573 dated October 27, 2011."

    No reason was given by the SC. So the Sc may still change their mind you know. It did not automatically scrap circular nor directly declare it be unconstitutional.

    It's not an apple to apple comparison because Ninoy was a convict but Arroyo is not. My point there is this administration acts like a dictator revoking someone's right because she's a suspect of a crime yet no case is being filed. We are seeking justice right so we should be just. What the government is showing is no longer just to me. It's now obvious to me what this government wants. It want to pin down Arroyo by whatever means even violating her rights just to see her in prison and look good among the people.

    Bisan unsa ug approach ani sa SC, it will eventually be deemed unconstitutional because nobody in the DOJ can cite where the circular was granted authority to curtail the constitution.
