TP management should meet and discuss these issues with their agents. obviously, their employees are not happy with the management and the way they handle their agents.
I know cebu management cant fix or change anything YET but they can try to convince and influence the upper management about future plans, decision and scheme.
If they want to keep the performers and entice other company's performers to apply with your call center, then give them the compensation they deserve.
