Why is there no discussion about what is the MAIN reason why this won't work or be effective?

Just look at our society and the common mindset of the average Filipino--gusto talaga magka-kotse. Kahit na sira-sira na ang bahay, or baka nag re rent lang ng bahay, dapat talaga magkaroon ng kotse or SUV. At bakit din naman? Kasi, once you open your TV set, anong nakikita mo sa mainstream media? People who drive cars, car/SUV advertisements, that the "beautiful people" are associated with having a vehicle/car...

...unless the Filipino mindset is changed, you can never have real change, on the road, or elsewhere.
