I think it's not too late to learn programming at that age. You can still learn it if you got enough passion for it.
But career-wise, it'll be difficult for you at that age.
To sum it all up, you have no prior experience for this field. So you might have the disadvantages against fresh graduates.
One of the things we consider when hiring a programmer is if the applicant is trainable. And one difference between a 20 years old and 30 years old is pride. Usually the younger one tends to listen more than the older one.
the proficiency of programming depends on your mental health. by 30, you are still in your prime mentally and even physically.
I think the age when it's too late to learn new stuff would be around 50 or 60 since you are likely bound to do what you already know and afraid to go out your comfort zone. That and most of your brain cells have died by then....
