I can think of several...

1.) If the username violated rule number 15 to sum it all up...

2.) If the account was created for solicits, spam ads etc.

3.) If the owner is asking,requesting for it...

4.) and mostly members don't know..... If the threads he/she was posting at got all deleted...

like if he/she is just posting to 1 thread and that thread he/she did violate some heavy rules on that thread, and that thread was automatically deleted.... posts counts will go back to zero....
