Subsidence is a fact. However, its overall effect in floods can only be felt in hundreds of years, not tens. The main reasons for the floods in Luzon are simple:
a) Increased rainfall
b) Depleted forests
c) Rivers choked up by sediments and garbage
All the other reasons just add up to the MAIN reasons of why the flooding occurred. If the mean ground level has indeed lowered in the past 50 years, then yes, that could add to the worsening, but it's a secondary or tertiary reason.
