if you plug it it has full speed

if you use battery it will use minimum speed.

so if magamit lang ko AC full speed? would it be possible nga mafull speed bisan bat ang gamiton? How?

Speedstep operates even when plugged into AC. If you right click on My Computer and go to properties, you'll see the same thing. If you want to disable speedstep, then set your power management to always on instead of portable/laptop.

take note that forcing the cpu to maintain its highest speed always; it uses more battery (or power in general) creating more heat, and it does nothing much faster. With SpeedStep in control, it will move to a higher speed when needed.
