i've always had the impression that AVR makes more sense when dealing with voltage issues. UPS are intended to provide backup power during power loss. Although most PSUs and UPS' have built in Surge supressors (as they say, atleast) I dont think it's enough to hold it. Its always nice to have a Dedicated equipment that is really meant to do its own job.

this is the main reason why you need a good AVR. Anyway kung gusto kag mas IMBA palit nlang ug UPS with built in input voltage regulation and kick out the avr in the picture

An AC Power would never be constant... RMS ang gi measure ana, naa gyud na ripple voltage.... that's why lapas ug 220V ang supply sa outlet.... DC Power ra ang constant...
