    Q3 palay output up 20%

    PALAY OUTPUT is estimated to have grown by around 20% in the third quarter compared to the same period last year, an Agriculture official told reporters on Wednesday.



    "We are just waiting for the final numbers but based on on our initial evaluation, third quarter increase in palay production compared to last year will not be less than 20%," Agriculture Secretary Proceso J. Alcala told reporters yesterday.

    A 20% growth would mean 3.16 million tons of palay was produced for July to September versus the 2.64 million tons recorded in the same period last year.

    Mr. Alcala attributed the higher palay output for the year to the department's assistance to farmers. --Louella D. Desiderio

    In its latest report, Citigroup said the improvement in collections by the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC) through tax efficiency measures is likely to be sustained next year and could provide the government more fiscal space.

    This, in turn may lead to a credit ratings upgrade, Citigroup said.

    The global banking giant said that the collection enhancement measures of both the BIR and the BOC that include the regular filing of charges against tax evaders and smugglers could generate huge revenues for the government.

    “These same measures are expected to generate P29.5 billion for the BIR and P11 billion for Customs in 2012, for a total contribution of P40.5 billion in government’s estimates,” Citigroup said in a report.
    It said that even if the cyclical backdrop turns lackluster, BIR revenue growth would remain ahead of unexciting growth estimates and economic indicators if the Aquino administration persists and remains focused on its tax administration programs that are bearing more fruit at this stage.

    Last week, the Aquino administration rammed down the throats of the lawmakers the proposed P1.816 trillion 2012 national budget which includes among many others, a provision that would effectively allow the Executive branch to impound the hiring budget of constitutional bodies, including the Supreme Court.

    Knowing fully well that the provision for the P23 billion miscellaneous personnel benefits fund in the 2012 General Appropriations Act runs contrary to the fiscal autonomy of these constitutional commissions which is enshrined in the constitution, congressmen allied with the administration were quick enough to dangle the sword of Damocles over the heads of the SC justices on whose shoulders lie the task of determining the constitutionality of such provision, threatening them with impeachment should they declare the MPBF unconstitutional.

    So, who now would decide the constitutionality of this issue?

    All that hullabaloo regarding this MPBF would not have passed Congress’ approval without the full knowledge of President Aquino as it had emanated from the office of the secretary of the Department of Budget and Management, headed by one of his most trusted minions, Butch Abad. And Noynoy had obviously given his consent even if he had been forewarned that he would be treading on thin ice as the very idea of the MPBF would run contrary to the Constitution.

    This would not be the first time Noynoy had dared challenged the Constitution which was crafted and ratified during the time of his mother, the late former President Cory Aquino. His very first executive order creating the Truth Commission was junked by the Supreme Court declaring it unconstitutional as it violates the equal protection clause provided for in the 1987 Charter.

    Just recently, his pet measure calling for the postponement of the ARMM elections and allowing him to appoint officers-in-charge for the region had also suffered some setbacks.

    And now, he is up at it again, this time challenging the fiscal autonomy of constitutional bodies. And expectedly, once he signs the 2012 GAA into a law, this would be brought before the high court which would expectedly uphold what is explicitly embodied in the Constitution regarding the fiscal autonomies of the constitutional bodies.

    So, to borrow the slogan of the Facebook group, the True Noisy Minority, which is actually a play up on the slogan popularized after the Ninoy Aquino assassination, “Hindi ka nag-iisa,” let me tell this Noy: Hindi ka nag-iisip!

    He is relying too much on the political strategies his political advisers want him to employ, disregarding the legal, constitutional and political repercussions of such actions. He is banking too much on his perceived popularity as if that popularity concocted by opinion firms, the credibility of which is now being questioned by some sectors, would save his political career, much more the country from social, political and economic disasters.

    And let me remind you, Sir! You are not the most popular president the country ever had. Not even your mother. For the record, the most popular president the country has ever had should be former President Joseph “Erap” Estrada on the basis of his 11 million winning margin in the 1998 presidential elections, which was the largest winning margin in a presidential election in the country’s history.

    But that did not even help him save his administration when he was unceremoniously booted out of office in 2001.

    Your position on the hiring budget of the constitutional bodies would be the biggest blunder in your political career as it is a clear violation of the Constitution. Your trusted lieutenants are advocating the MPBF, all in the name of transparency, which is supposedly the centerpiece of your daang matuwid concept of governance.

    There is nothing wrong with transparency, they say. And we all agree with that. Not only there is nothing wrong with transparency, it is the right thing to do!

    But what is clearly wrong here is that you are trying to impound portions of the budgets of constitutional commissions. That is their responsibility to spend and account for.

    And in the unlikely event you get away with your MPBF, yes, the money would be intact anytime they would hire additional personnel. But what happens at the end of 2012 in case the money has not been spent in hiring additional personnel, the entire amount would be reverted to your savings. And with an additional P23 billion going to your savings by the end of 2012, you would have more than enough to spend for your candidates for the 2013 national and local elections.

    Impeach the SC justices who would vote against your MPBF for betrayal of public trust? With your intentions, who is now guilty of betraying the people’s trust?

    We call on the honorable magistrates of the Supreme Court not to be cowed and be held hostage by the threats of impeachment. We implore these justices to uphold what is morally and legally right. Once again, we call on these justices to put an end to the arrogance of this “hindi nag-iisip na president.”

    Philippine leader cited for antigraft campaign

    NEW YORK—President Benigno Aquino III on Wednesday took center stage at a new multilateral initiative by eight countries aimed at ensuring transparency in government and the empowerment of citizens in fighting corruption.
    Saying the Philippines “is not only excited [about] but also derives strength” from working together with other members of the new initiative, the President joined 45 other world leaders in launching the Open Government Partnership (OGP) at the Waldorf Astoria hotel.
    The Philippines is one of the eight countries—and only one of two from Asia—that make up the OGP Steering Committee. The others are the United States, Brazil, Indonesia, South Africa, Norway, the United Kingdom and Mexico.
    In a speech, the President expressed thanks “for honoring my country with membership in the OGP Steering Committee.”
    “This acknowledges and further strengthens our commitment to promoting transparency, fostering accountability and combating corruption,” he said.
    Mr. Aquino said the Philippines’ participation in the initiative was “consistent” with his administration’s “commitment to honest and effective governance.”
    He told his audience that he won the presidency in 2010 because Filipinos wanted an open government, and that his administration was bent on achieving this fully with a road map.
    The initiative was started in January when a small group of government and civil society leaders met to talk about transforming governance.
    US President Barack Obama, who cochairs the OGP, had earlier invited Mr. Aquino to attend the launch, at which they sat beside each other.
    According to Ambassador to the United States Jose Cuisia Jr., the Philippines was chosen to be among the founders of the initiative because of Mr. Aquino’s “commitment to good governance and his determination to fight corruption in order to create more jobs for Filipinos and eventually reduce poverty.”


    Meaning of democracy
    Mr. Aquino said that while Filipinos sought “open and accountable governance” in toppling the Marcos dictatorship in 1986, it was this same desire that moved them to elect him, “a member of the opposition,” to the presidency.
    “This is what democracy is all about: having a government disciplined enough to imbibe in itself the principles of transparency, accountability and citizen involvement—the necessary preconditions to poverty alleviation and inclusive and sustainable economic growth,” he said.
    The President also said that just as his administration would continue to wage a campaign “against those who abused power in the past, we are also strengthening institutions through open government.”
    “In fact, we have created a road map called the 2012 Philippine Government Action Plan to ensure that our government institutions are at par with international transparency standards,” he said.
    He added that the action plan was developed through consultations with civil society and business groups engaged in the integrity advocacy, and would be implemented in January 2012.

    Good place for business

    “All these efforts are indicators of how serious we are in transforming our system from one that operates through secrecy, impunity and collusion, into a government that embodies transparency, accountability, and citizen engagement—a government that truly exists for its people,” Mr. Aquino said.
    In a speech Tuesday night before the Asia Society, the President said the Philippines’ being chosen to be part of the OGP affirmed that it was “a good place to do business in and a good country to do business with.”
    In yet another speech at the OGP-related forum “The Power of Open Government: A Global Discussion” at the Google headquarters in New York, Aquino, who was the only head of state to speak there, underscored the importance of governments engaging their people and being open with and transparent to them, especially in the “age of flux” and advanced communication technologies.
    Mr. Aquino said there was now “a profound reexamination of the relationship between governments and their citizens” as the world economic system was being “reordered” by the “Arab spring” or political turbulence in the Middle East and the economic turbulence in the United States and Europe.
    “At the heart of this reexamination is a fundamental reality that governments throughout history have ignored at their peril: Governments exist at the sufferance of their people,” he said.


    Social media
    Mr. Aquino said that before communications technologies modernized, governments “could lull themselves into thinking that even if they lacked popular consent, they had the luxury of time to play deaf and dumb to their people’s needs.”
    He noted how Filipinos were able to replace the Marcos dictatorship only after 14 years and how, with today’s advanced communications, a people’s struggle against a government could “happen much quicker.”
    He also noted how social media could “expose corruption and other abuses, and arouse public opinion to mobilize and reclaim their government.”
    “The ever-quickening pace of communications and ever-increasing opportunities for engaging in conversations across sectors and borders is both a boon and a bane,” Mr. Aquino said, pointing out that anyone with access to the Internet could now “reach millions of people and dispense pearls of wisdom, or perversely, misinform and mislead in pursuit of a selfish agenda.”
    This is why, he said, governments should engage its citizens in dialogue so as to reinforce openness and make it less tempting for those in power to engage in crime.
    “I believe it is incumbent on all of us to confidently assert that governments that do things right should have no problem keeping our fellow citizens informed
    and engaged and, thus, partners of government in its fundamental task of addressing the needs of the people,” he said.

    On the sidelines of the OGP launch, the President told reporters that Obama congratulated him for his achievements in his first year in office.
    According to Mr. Aquino, Obama said he had learned that certain people whom the Aquino administration was going after were also resisting its efforts to bring them to justice.
    Obama likewise said there were also certain people who were trying to push back his own reforms, Mr. Aquino said, adding:
    “Certainly he has many problems, and I told him I wish him the best of luck in addressing all of these.”
    Mr. Aquino said that he had invited the US leader to visit Manila, and that the latter said they could talk longer at the Asia-Pacific Economic Forum in Hawaii in November.
    He added that Obama was also busy with the US presidential election next year.

    MANILA, Philippines - The government posted a budget surplus of P9.22 billion last month.
    The latest figure brought the government's deficit as of August to just P34.5 billion, way below the P234.35 billion programmed for the first three quarters of the year.


    Government revenues in August rose 15.16% to P124.148 billion from P107.806 billion a year ago. On the other hand, spending went up slightly or by 7.93% to P114.928 billion from P106.487 billion last year.

    For the first eight months, revenues were up 13.89% at P912.751 billion, while spending was still down 8.12% at P947.244. Both revenues and spending were below targets of P1.04 trillion and P1.28 trillion, respectively.
