those horses may just be for the purpose of having some "eye candy" so the PNP would look more macho or something.
and besides, horses have limitations too. have you seen horses climbing up inclined portions of rocky terrain? or sliding around muddy patches?
if you compare horses to a generic PNP patrol bike, which is larger?
another thing to consider is the maintenance of the said horses. does the PNP have stables for the horses? sure they don't that woul mean another hand in their purse.
they should seriously work on getting new recruits good handguns instead of buying horses.
