This kind of turntable it cost you for about $149 (excluding shipping cost). Then you need two for this for the complete set-up.
To communicate the two turntables you need a mixer which cost you about $89 (excluding shipping cost)
In order to work this set-up with your DJ software (like VDJ, Traktor etc.) you need a pair of "Timecode" vinyl which is cost about $11.

If you have the budget, go for the Stanton ST-150's and try to avoid belt drive turntables. As for needles, I strongly recommend the Shure M35x series. They are cheap for their price and offer very good sound quality and do not forget to add a carbon fiber brush (if you want to get a clean recording of your records). If you're a scratch DJ, make sure the turntable has a STRAIGHT tonearm. If you just want to mix records, make sure the tonearm is CURVED.
If you want to play your digital tunes, you can also buy software like Traktor scratch or Virtual DJ (which of course you can download illegally, I've done it many times :P) which gives you 2 vinyls that allow you to control the files on your computer (the timecodes that partmix mentioned), or, you can just use a CD player.
As for buying vinyls in Cebu, I used to ask the same question but unfortunately its nearly impossible. The last factory available that used to manufacture vinyl was closed ages ago here in Cebu. Here are some online shops I recommend:

Ordering vinyls from other countries can be expensive because of the shipping fee. The shipping price depends on the country you buy the record from. Records price ranges from dirt cheap to thousands of $ depending on condition and availability.
