this concept has long been an issue and has even found its way to wiki. it was called Republic of Cebu

Republic of Cebu - Wikipedia, the free encyclopedia

pero at this moment, lisod nani irealize. people from other provinces have flocked to cebu tripling the population in less than 20 years. the economy is okay but infrastructure is terrible. we are the only city thats second to manila but we dont have a mass transit system that could very well address the problem of traffic and thus would flourish our economy much further. our roads are very narrow and seems the previous city planners didnt ride in the CEBOOM phenomenon.

yes there were a lot of proposals and studies regarding this but seems to be a neverending issue. our roads are very narrow to build a railway system or that BRT system. this would take decades to realize and its supposed to have started years ago. in order to realize this mass transit system, we still need to widen our existing roads and this alone could take forever.

I think this is a senseful topic. It tries to be open to some possibilities that we envision of for the future of Cebu.

as for the railway vs highway option, i'd rather have a railway. It's going to be veeery expensive though. but the benefits is way even more compensating. Saves gas, pollution, fast. With highway, you open up for another possible traffic congestion problem. And you are also encouraging people to buy more cars. If you notice, there is one driver per car abuse. What a waste of gas. In manila, a 14-16p for train is equivalent to 40-60 for bus. Again, it's very expensive.
