Yup normal raman na, the 16gb is partition includes the installation space for the OS and the STOCK apps then another 2GB partition for user installed apps.
11GB tanan units so dont worry.

Palit nalang 32GB Micro-SD, mao raman ako gi buhat to store all of my stuff.
