Kung "Request Timeout" imo ping sa DNS server...then its an ISP problem. wala ka mahimo ana sa imo end kundi tawag ka sa imo ISP customer support hotline.

they know if there DNS server is up or down.

No always, most isp block pings already. For example, you cant ping the pldt dns servers, they block it, so you get timeout, even the server is online...
