First let's define stupidity.
The modern English word "stupid" has a broad range of application, from being slow of mind (indicating a lack of intelligence, care or reason), dullness of feeling or sensation (torpidity, senseless, insensitivity), or lacking interest or point (vexing, exasperating). It can either infer a congenital lack of capacity for reasoning, or a temporary state of daze or slow-mindedness.

basing from the definition above, we can tell that some pinoys are slow-minded, dull or lack some point.
It is hard to answer this kind of question because we don't base stupidity subjectively. And i don't think we can ever test stupidity at all. Basing from your examples, i can say that these situations does not only apply to just one race but to all human kind.

I am actually asking myself if this is really stupidity or is this ignorance?

I don't really know. People have different reactions with regards to certain stimulus and they also have different ways of learning. Some may find it easy to understand a certain topic by reading while some may find it simpler by experience. Now with other cases, some would really choose EQ over IQ. For example, your friend is in love with someone and even if she is cheated so many times, she doesn't care about it because she loves him.

These situations may also be everywhere but i can't tell for sure because i have not been in a different country and i have not been in another culture. Sa taphaw lang ha, Mexicans are not allowed to cross the border but some of them does that. It's understandable not to but they are doing it. Are they stupid?

Actually, I think it's more of pinoy's weakness. I hope that those who read this would also be able to open their minds and be aware. Some of us maybe doing this but we are not aware. I guess although these are just weaknesses, if we correct this one and become better, our country will slowly change and progress. Like for example, not throwing trash on the streets. By and by, we will be able to lessen our garbage the even we ourselves would be embarrassed to throw trashes on such clean streets.

So in short, my answer is no. Filipinos are not stupid and let's not be stupid enough to heat up ourselves and answer this thread with rage. Birthday baya ni Rizal gahapon so at least, respect it by keeping a peaceful posts.
