Assemble PC Workstation for Graphics / 3D Work

Hello guys,

I'm planning to put up a WINDOWS Workstation mainly for work which will involve 3D Rendering and heavy Adobe Photoshop works. I'm no longer familiar with the PC world so I was hoping someone could point me at the right direction for this project.

My previous setup back in 2004 was an

ASUS P4E4 something
2GHz (not sure anymore)
with an ELAN VITAL Casing

Budget is 30K for everything
