You have first understand, that the AFP is a regular army and bound by laws of the state and of its affiliations, such as the UN. While the NPA, that's a different story..

NPA's ain't the government.. so they can make or break laws all they want. They can turn on or of their human rights advocacy...
while the military law is absolute, needs to be followed.
dili man kay sundalo ra, hasta manga pulis. maka patay gani ang pulis kay human rights dayon... pero ang killer na gani maka patay og civilian/police/etc wala jud human rights. hehehe
para raman na sa NPA/snatcher/killer/holduper ang human rights.. hehehe wala tay labot ana.

wait what? if ma KIA ang usa ka rebelde(NPA for example), wala mnay human rights violation.
ayha ra naa kung madakpan and the army/government tortures the prisoner, which only becomes a human rights violation if said torture goes public.
wala nuon na mo-apply sa mga sundalo na madakpan sa mga rebelde ky operating outside the confines of the law bya na sila, mao gni rebelde.
