Is this supposed to scare smokers into quitting?

I found this poster posted near the CR of our floor at TGU Tower. There's another one similar to it near the smoking balcony. If the photo isn't clear enough, it shows a grotesque, almost monstrously deformed image of a naked male human, with various afflictions that plague a smoker. I really am having a hard time figuring out if it's indeed scary. I mean, sure, if you were trying to scare a kid, this poster would probably work. But hey, people who work in this IT building are supposed to be smart, assertive people--so how is a poster depicting a monster from some B-rated cheapo horror flick going to scare them?

I have a better idea--wanna scare smokers? Instead of a poster like this...what about an enlarged xerox copy of the medical bills of someone who recently underwent surgery for severe emphysema or lung cancer? Since all that people think about nowadays is money, or better yet, LOSING MONEY, would this sort of poster be more effective at scaring the smart and confident smokers out there?
