Bay, try this (from a g-search):

    in Windows
You can play VCDs with Windows Media Player, insert the VCD in your CD-ROM or DVD-ROM and browse to the MPEGAV folder and double click on the .dat file and associate it with Media Player and open them with that.
To play a VCD with menus and still pictures use WinDVD or PowerDVD, insert the VCD and just hit Play.
Use a low resolution, like 640x480, on the monitor when watching a VCD to get best quality.

    Problem playing VCD
If you have problem playing VCD on your computer try different video player software, in Windows try WinDVD or PowerDVD(software DVD Players but supports VCD). If that does not help extract the video to your HD with Isobuster, read here how to convert a VCD to MPG video.

    Wait, here's more from http://www.ocf.berkeley.edu/~joyoung/vcd/Page1.shtml:

There are two options for playing VCDs on your computer. One is to use Windows Media Player, which is installed on most Windows systems. First, insert the VCD into your CD or DVD-ROM drive. Then, navigate to the MPEGAV directory on the CD. One way to do this is to click on Start, then Run, and in the Run box type X:\MPEGAV, where X is the letter of your CD or DVD-ROM drive. Here, you will see one or more files with a MUSIC***.DAT or AVSEQ***.DAT naming convention, where the asterisks represent a series of numbers, usually beginning with 01 or 001. These are the video files. Unless you have another application that uses DAT files, there should be no programs associated with them. If this is the case, double-click on one of them, and when Windows asks you what program you want to use to open them, choose Windows Media Player (or mplayer2.exe), and check the box that asks if you want to always use mplayer2.exe to open DAT files. In Windows XP, you will have to locate the file yourself. The location of the file is C:\Program Files\Windows Media Player\mplayer2.exe. Once you have selected mplayer2.exe, click OK and the video should now play.

there's nothing wrong with your CD ROM. its the CD that caused this problem. there are CD's na pag na burn eh di ma-play sa PC but pwede sa player. i think it has something to do with teh copyright protection ng original CD or sa pagkaburn. i encountered this problem several times expecially when you just use "copy disk" sa nero, sometimes the output cannot be played in PC especially when the source disk is original copy. the solution is i try to copy the movie file first in my PC then use "make vcd" option in nero to burn the movie. again, its not a hardware problem.
