If you are able to actually computers in the "Network Neighborhood," then it represents your ISP's fault, especially if you are using Windows XP, considering the series of steps one has to go through just to be able to setup a network in XP. IHMO, this is a security risk that your provider needs to address. Next time you see these computers online, see if you can actually click on these computers and even attempt to browse contents. If you can actually access some shared folders, you need to inform your provider soonest. If you did not turn on file and printer sharing, you are not directly at risk; it doesnt mean you are not safe from some determined folks who are up to no good.
