Default How do you report a foreigner abusing Filipinos who lives in the Philippines?

I want to start off with the fact people want this guy out of the Philippines because of the way he treats people it doesn't take much to see why.

His name is MOD EDIT: *snip* and I can't post a link on here but his latest video is relating to hating OFW's and what he thinks of them. This is an American who is a guest in the Philippines. You can find him on YouTube and you will see what I mean.

How do we report him? Do we need to use social media?

I don't know about the guy but the last time I've checked, a person exercising their constitutional right to free expression is not a crime in the Philippines. If he has committed a crime or misdemeanor, you can either contact your local police or even the Bureau of Immigration.

He is currently not allowed to fly from the Philippines but struggling to find why and he moves daily so there is certainly something not right. Is there a way to find out about outstanding warrants?

whats the reason why he is not allowed to fly from PH? saying bad things about this country is not a crime nor a violation... i dont recall there is such law that disallows it... most filipinos are just too sensitive if others talk bad about us, while we always talk bad about us and we didnt even care... unless he commited a crime... then go to police and the police will be the one reporting it to BI... but if it makes you happy... you can file a complaint to the BI...

its juz like what Jimmy did on "20 reasons why I dislike the Philippines", granted that this Peter is far worse since his saying what his saying from the bottom of his heart and what his doing is considered as a destructive criticism, its still a form of free speech.

    a Good guy actually

<i>MOD EDIT: *snip*</i> is hardly a victim. he probably was asking to pay him for prostitution.
<i>MOD EDIT: *snip*</i> was arrested for sexual assault in 2007 in missouri. You can search Peter Vandever on missouri arrest records. Also he has been arrested about 8 other times.Looks like hes been arrested about 9 times including the sexual assault.

    Marriage:
2001<i>MOD EDIT: *snip*</i>, 20, and Melissa Ann Campbell, 20, both of St. Joseph
    2001
<i>MOD EDIT: *snip*</i>, 20, 1213 Lincoln St., about 3 a.m. Tuesday at Sixth and Middleton streets on a city warrant charging him
    2003
<i>MOD EDIT: *snip*</i>, 22, 1213 Lincoln St., at 6:37 p.m. Wednesday at 12th and Sylvanie streets on a city and two state warrants
    2004
<i>MOD EDIT: *snip*</i>, 23, Kansas City, at 9:25 a.m. Thursday by the Buchanan County Sheriff’s Department on a charge of property
<i>MOD EDIT: *snip*</i>, 23, Kansas City, Mo., at 10:35 a.m. Sunday on a charge of second-degree property damage
<i>MOD EDIT: *snip*</i>, 24, Kansas City, Mo., at 7:17 p.m. Friday on a city warrant charging failure to appear in court.

    2007
<i>MOD EDIT: *snip*</i>, 26, at 4:34 p.m. Monday on a city warrant charging failure to appear in court.
<i>MOD EDIT: *snip*</i>, 26, 1213 Lincoln St., at 8:18 p.m. Wednesday on a city warrant charging failure to appear in court.
<i>MOD EDIT: *snip*</i>, 26, Kansas City, at 11 a.m. Thursday on a city warrant charging failure to appear in court.

Pease read those with caution because Vandever has been widely known to use many aliases on the internet.

Additionally, another arrest of <i>MOD EDIT: *snip*</i> in the United States has been recently uncovered. He was arrested in St. Joseph, Missouri (USA) on August 31st, 2004 for Second Degree Destruction of Property and was also arrested, tried, convicted and sentenced to jail in Missouri (2007) for the crime of Second Degree Sexual Misconduct.

<i>MOD EDIT: *snip*</i> has a history of criminal behavior in the United States which is officially documented. Once again, allow me to strongly suggest that you notify the Police about his history and current behavior. Please do so for the safety of any and all citizens of the Philippines who may have the misfortune to come into contact with him.

Moreover, the UNHRC has also declared that the Revised Penal Code of the Philippines criminal libel provision is ‘incompatible’ with Article 19, paragraph three of the International Covenant on Civil and Political Rights (ICCPR), of which the Philippines is a signatory. With the recent SC decision, applicability of this may be contentious.

    Article 19 of ICCPR states:

“1. Everyone shall have the right to hold opinions without interference.

    2. Everyone shall have the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice.

    3. The exercise of the rights provided for in paragraph 2 of this article carries with it special duties and responsibilities. It may therefore be subject to certain restrictions, but these shall only be such as are provided by law and are necessary:

    (a) For respect of the rights or reputations of others;

    (b) For the protection of national security or of public order (order public), or of public health or morals.

Opinions ra man tingale na same as how we name call the previous PH President.
I think the guy is full of shit and he did able to unload it because of previous bad experience within the Philippines,
he is a known offender so therefore why give him attention.
