this usually happens if C:\WINDOWS\System32\Shellstyle.dll is corrupted or missing
if you have C:\WINDOWS\system32\class_ss.dll then you can safely create a copy of it and rename it to Shellstyle.dll
else you can copy shellstyle.dll from another computer that has the same OS and SP as yours.
last option would be to search for shellstyle.dll on your computer -- usually entries come from a style/theme.. so avoid this if possible because it would change how your current UI would look like
