I feel bad for not helping enough.. but also confused

Hi guys and gals,
So earlier this evening a lady approached me and asked me for financial help. The lady looked like she was in her early 30's, middle class, she spoke english very well and she looked nice. She told me that she needed money to visit her daughter in Bogo, Cebu. She said that her daughter has just been recently transferred from perpetual soccor to a hospital in the north. Her daughter is in critical condition and the doctors wouldn't do anything without her consent. She asked me for 155php for a bus ticket to Bogo. I asked her if she tried to ask help from the police or other government departments. She said yes but they wouldn't help her. I felt really sorry for this lady but I also kinda doubting if she was really telling the truth or it was just a scam. She doesn't really look like the kind of person that scams though. I asked her if maybe her company would help her out. She said that she worked at JP Morgan and there are strict rules about that. Then I asked her again if there is anyone she could contact. She said no which kinda raises my doubts. I mean, who doesn't have a phone? or even friends or colleagues to approach to? She also told me that there is no reason for her to beg besides this. She has a husband in the States and they are doing financially well. She also told me that she would give my money back once she had come back from Bogo. At this point, I really did not know what to do. I mean, 155php is not a small amount for me. She even looked wealthier than me. But out of my mercy, I reached in to my pocket and grabbed my wallet. I then realized that I only have 1 50 bill and 1 500 bill. So I took the 50 and gave it to her and I told her that's all I have for you. She thanked me but asked if it is possible to make it into 155 because that's what the bus ride cost. I told her again that that is all I have for you and I wish you all the best. Before we parted ways, she asked me how is she going to payback the 50 later on. I just told her not to worry about it.

Right now I am thinking if I have done the right thing? or was I being selfish? (I could have went to a store, make the 500 bill into smaller bills and gave her 155php)

nakasulay ko ug pare-pareha ani katong sa mandaue pa ko nagpuyo. same style, ngayo lang ug gamay na amount, mention slightly ug ilisan kuno. guy lang to, in his 40s. didn't look like a beggar. said he wanted to go home somewhere and didn't have fare. and because dali ra ta maluoy, aw give dayon, sobra pa sa iyang gipangayo. nakalimot ra ko dayon ato nga episode. the next time nga napunta ko didto nga area, naa na sad siya. nakahinumdum ra ko niya dayon kay he did the same routine. i just told him wala ra ba, kuya. then i walked away.

don't feel bad, ts. there are things that some people do that are beyond our comprehension. hahaha. don't na bother yourself about it. basta, you had good intentions. leave it at that na.

Also had a similar experience yesterday. Naglakaw ko padung padung KFC Redem dayon naay ni approach nako na tigulang na babae. Maybe around mga 70 na tingali. Ni ingon siya na "Excuse me sir, puede ko mangayo ug tabang pang pliti uli sa amo didto sa Pit-os?" Ana ko "Pila man imong kinahanglan?". Ni ana siya, "Layo2x raba jud toh ang amo sir. mag jeep dayon mag motor padung jud sa sulod. Mga ochenta, Sir." (80 pesos) In my mind, i asked myself "Mahala diay sa pliti padung didto". But without 2nd thoughts, ni hatag ra pud ko diritso ug 100. duha ka 50.hehe. She said some other things like someone needed money pero wa nako ka sabot kay nag dali ko. But she did thank me and walked away. Could have I been scammed or not? To me, doesn't really matter. What if kailangan jud diay siya mu uli?hehe May nalang kaysa tulison ug upfront.hehe

there might be tinuod nga nanginahanglan but for sure most of them are scam.
