Consumer Watch: Should owners be required to pay the LTO Plate Replacement Fee if there was no initial plate issued?
For owners whose vehicle plate number were not issued by LTO (or whose vehicles still are using temporary improvised plates), should they be required to pay the LTO Plate Replacement Fee on their next registration?
This sounds weird. The plates have been paid for in the initial registration but have not been issued by LTO. What happened to the payments?
Now, even if the plates have not been issued, LTO requires the payment of the Plate Replacement Fee for the new plate format.
Money seems to have been lost in the process... to the disadvantage of vehicle owners
