THE Metro Pacific Tollways Development Corp. (MPTDC) has announced that construction of a 8.25-kilometer toll road to be known as the Cebu-Cordova Bridge is targeted to start sometime in 2017 and is estimated to be completed by 2020.
In a disclosure to the Philippine Stock Exchange, MPTDC, which is a subsidiary of Metro Pacific Investments Corp., said the project is estimated to cost around P27.9 billion, which includes the construction cost with inflation over a four-year period.
This will also include the construction of toll facilities and the implementation of the operating system, the right-of-way cost, and the financing costs. The funding will be sourced from a combination of loans from local banks and equity contribution.

CEBU, Philippines - The Cebu-Cordova toll bridge project is currently acquiring approvals from various agencies, according to a project status update from the National Economic and Development Authority.
According to NEDA, Cebu's third bridge project is getting approvals from Toll Regulatory Board, Philippine Reclamation Authority, Department of Public Works and Highways, Civil Aviation Authority of the Philippines and Mactan-Cebu International Airport.
The Metro Pacific Tollways Development Corp., a subsidiary of listed conglomerate Metro Pacific Investments Corp., is the company awarded to finance, design, build and operate the 8.25-kilometer toll bridge.
In a disclosure last January, MPIC said its subsidiary already received notices of award both from the Cebu City government and municipal government of Cordova.
“The project, which will be implemented through an unincorporated joint venture among the company, the City of Cebu and Municipality of Cordova, is envisioned to decongest the traffic in the two existing bridges (Marcelo Fernan Bridge and Mandaue Bridge) between Mactan and Cebu, due to the worsening traffic condition in the area,” MPIC had said.
The project includes the construction of the main bridge structure, viaduct, causeway, roadway and toll facilities. It is located around 7.5 kilometers south of Mandaue Bridge and will take off from the Cebu South Coastal Road crossing the Mactan channel to Mactan Island.
The bridge project is estimated to cost not more than P27.9 billion. Funding will be sourced from a combination of bank loans and equity contribution.
Construction is targeted sometime in 2017 and the project is seen completed by 2020.

THE cost to build a third Mactan-Cebu bridge has grown from P17 billion to P27.9 billion and this would not do the public good.
So said the legal officer of the Department of Public Works and Highways (DPWH) 7 as he cautioned the agency on the increase of the project cost to be “grossly excessive and detrimental to public interest.”
From the original project cost of P17 billion when it was first proposed to the government in 2014, the project cost now stands at P27.9 billion due to capitalized interest and inflation adjustment, according to the proponent, the Metro Pacific Tollways Development Corp. (MPTDC).
In his legal opinion on the implementation of the Cebu Cordova Bridge Infrastructure Project, DPWH 7 regional legal chief Brando Raya said the increase in the total project cost by P10 billion will be the basis for the amount of toll that will be collected from motorists who will use the bridge.
“In other words, it is the public who will ultimately shoulder this increase while the said money will go to the pockets of private individuals,” Raya said.
This is contrary to the principle that the toll to be shouldered by the public “must be commensurate to the actual cost of the project, given a reasonable rate of return on the part of the investors,” he said.
In the legal opinion that Raya submitted to Regional Director Ador Canlas last May 8, he cited the case of Francisco versus Toll Regulatory Board stating that any increase in the toll due to inflation, among others, “must comply with the legal twin requirements of publication and public hearing.”

3rd bridge landing at river will move more residents
CEBU, Philippines - Cebu City legislators are opposing the construction of the foot of the planned Cebu – Cordova bridge at the opening of the Guadalupe River between Barangays Ermita and Pasil.
In a resolution, the City Council said doing so would affect dwellers at the area greatly.
“RESOLVED, as it HEREBY RESOLVED, to OBJECT the construction of the CEBU-CORDOVA BRIDGE at the opening /mouth of Guadalupe River, located between Barangay Ermita and Pasil,” the resolution reads.
On August 24, lawyer Aristotle Batuhan, counsel of Metro Pacific Tollways Development Corporation told the Council that at least 147 lots in the area will be affected by the project, based on the initial result of the parcillary survey.
Of these lots, 75 are privately owned and 55 are public lands. The ownership of 17 others is yet to be determined.
Barangay Pasil earlier issued a resolution "defying the proposed construction of Third Bridge between Cebu City and the Municipality of Cordova that traverses perpendicular along Guadalupe River.”

"To overview, the proposed project displaced mostly of our residents along the Guadalupe River, hence a proposed 7.5 meter-road right of way, along the river is to be constructed. Likewise, we believe that the project creates a hazard to our community," the resolution reads.
The areas affected include Sitios Lawis, Lawis Riverside, Concepcoon Riverside, Tikaban Riverside.
As far as residents getting displaced are concerned, Batuhan had said they will abide by the decision of Cordova and Cebu City.

UCLM side, wide roads..but pag padung sa bridge na, kalit lang ug ka 2 lanes.. hhahaha.. mura useless ang pag road widening nila if ang bridge gamay ra gihapon.
Abe gani nakog e road widening tong pa close close nila sa 1 lane atong previous months..
3rd bridge until now wala gihapon nasugdan, BRT wala pa pod possible dili madayon. hayyyy
sa manila pwerteng panday nila ug roads and overpass didto. diri intawn maski isa ra ka bridge pwerteng langaya.
