    Why did you vote Magpale for Governor or even Vice Governor, NO. Sure you probably voted for her councilor but def not governor. The last I check this a democratic country. We don't do that to our elected officials, sure we do people power but we don't dismiss them through suspension.     Are you working? What would you feel if you were suspended for 6 months and there are only six month left to your contract? That is the issue here people are missing. Samok naa si Gwen sa Capitol but you don't know the reason. Yeah bisan ako samukan but at least I know her ground.
    mam i ddn't get ur point regarding who voted magpale... well that is the law regarding who can fill in the vacancy.. only the people of the provices can vote PBM so pasabot ana ganahan ang mga kataohan ana nya naa'y salig ang kataohan nya...

    it doesn't mean if ur holding a position di ka pwdi mahawa... mao nay gamit sa ombusman sandiganbayan ug DILG nga kung knsa tong mo abuse sa ilang power they can be sued and be sanctioned.

    if ana dawaton nako ang suspension kay i can counter act it by filing a motion to the court. if kanang imong sample nmo atong gamiton i can file a case sa department of labor nga ang ilang pag suspend nako kay ilegal. then if sayop ang sanction nga gihatag nako pwdi ko maka pangayo ug compensation sa ilang gubuhat nako.. mao nang sakto buhaton kay naa tay balaod nga gisunod...

    if wa kay gibuhat nga daotan nganong mo abot man ug ing ani ang imong problema... maski mo ingon kag dirty politics ni, ang kataohan mismo ang mo prove nmo nga sakto ka...

    Unsa may grounds nya WHY nag ing ana cya?

    CHAPTER II
    Vacancies and Succession

    Section 44. Permanent Vacancies in the Offices of the Governor, Vice-Governor, Mayor, and Vice-Mayor. - If a permanent vacancy occurs in the office of the governor or mayor, the vice-governor or vice-mayor concerned shall become the governor or mayor. If a permanent vacancy occurs in the offices of the governor, vice-governor, mayor, or vice-mayor, the highest ranking sanggunian member or, in case of his permanent inability, the second highest ranking sanggunian member, shall become the governor, vice-governor, mayor or vice-mayor, as the case may be. Subsequent vacancies in the said office shall be filled automatically by the other sanggunian members according to their ranking as defined herein.

    (b) If a permanent vacancy occurs in the office of the punong barangay, the highest ranking sanggunian barangay member or, in case of his permanent inability, the second highest ranking sanggunian member, shall become the punong barangay.

    (c) A tie between or among the highest ranking sanggunian members shall be resolved by the drawing of lots.

    (d) The successors as defined herein shall serve only the unexpired terms of their predecessors.

    For purposes of this Chapter, a permanent vacancy arises when an elective local official fills a higher vacant office, refuses to assume office, fails to qualify, dies, is removed from office, voluntarily resigns, or is otherwise permanently incapacitated to discharge the functions of his office.

    For purposes of succession as provided in the Chapter, ranking in the sanggunian shall be determined on the basis of the proportion of votes obtained by each winning candidate to the total number of registered voters in each district in the immediately preceding local election.

    There are two possible embarrassing scenarios if Gwen Garcia dances during the 2013 Sinulog.

    The first scenario is that she will be "jeered and booed" during the Sinulog. The second scenario is that she will be allowed back inside the Provincial Capitol to continue her "self-imprisonment".

    To my knowledge, Cebu City is not Gwen Garcia's turf. Although I have NOT read any survey supporting my assumption, my unofficial survey indicate that this is correct. So far, the people I have spoken to are very displeased at Gwen.

    Scenario 1
    Imagine this scenario, people jeering and booing Gwen as she dances the whole stretch of the Sinulog route. It is not far-fetched that her enemies will plant hecklers where television cameras are present to ensure maximum embarrassment for the suspended governor.

    What will Gwen's national image be if network TV like GMA, ABS-CBN, and TV5 show that she is hated in Cebu? There is a big political risk here.

    Scenario 2
    The best thing that can happen to Gwen is that she will not be allowed to return to the Capitol because this gives her a graceful exit.

    However, what if she is allowed to return and continue her self-imprisonment after dancing at the Sinulog?

    If Gwen is permitted to return to the Capitol she will lose political points because it lessens her claim that she is being persecuted. Her opponents could make her look like a spoiled little girl who is being ignore.

    Gwen Garcia needs a graceful way out of the situation she created and I am sure her enemies will not make it easy for her.

    Please share your thoughts.
