how many post in forum do i need to make a new thread?

i wonder why many forums i entered not here in istorya.net but also in others sites, that whenever i post a new thread it says like this:

1. For posting links on our forum you need to have at least 3 posts

2.note: Hello joe,
Our records indicate that you have never posted to our site before! Why not dismiss this notice & make your first post today by saying hello to our community using our introduction forum!

Please, be aware that accounts with no posts will be deleted!

HERE IS MY QUESTION:

1. How many post do i make in any forums to make a new thread?


Please I need your answers because i work online homebased no idea about
the minimum post.
