scammed on ebay - has anyone experienced this? wat to do?

hi i need help or any advise i can get. i just got scammed on ebay, i paid my hard earned 7500 for a cellphone, trusting that the other party will send me the item. i did my research and so far seller's feedbacks were all positive. now seller's cellphone number cant be reached, seller has deleted account on ebay. my question is, is there anyway to retract GCASH payment from globe? any globe personnel here? i need help! thanks!

mao na naka bati sa online selling/buying, labi nang lain2 mog country, unless naa moy common friend sa seller kana murag klaro pa. charge to experience nlang na bai.
