I would implement a consumption tax. The more you consume, the more you contribute. Production should not be taxed. It should be rewarded. Our current system is totally backwards, not only taxing production, but penalizing success. You should get 100% of your paycheck and based on your spending habits decide on your own how much in taxes you want to pay. Consumption taxes would be harder to avoid. Even worker paid "under the table" would have to pay taxes, not on pay day, but everytime they bought a good/service. Drug dealers, illegals, and other criminals would even have to contribute based on their consumption. There are loopholes in everything, but I think compared to our current system, tax evasion would be much harder, and we would see a large increase in revenues at least initially. Government revenues from a consumption tax would probably be more reflective of the state of our economy also.
